Prince George’s County Passes Minimum Wage Bill CB-005-2025

In November 2025, Prince George’s County Council passed Council Bill CB-005-2025, updating how the County’s minimum wage will increase over time and, for the first time, explicitly including Direct Support Professionals (DSPs) in the legislation.

The passage of CB-005-2025 reflects the County Council’s growing recognition of the essential and highly skilled work performed by DSPs. Adding DSPs in the County’s minimum wage framework is an important acknowledgment of their value to Prince George’s County.

Community Advocacy Made This Possible

The Prince George’s Provider Council and our Provider members advocated for the passage of the bill to ensure DSPs were recognized in County wage policy. Individuals with disabilities, their Families, and DSPs provided powerful testimony, helping County leaders better understand how wage policy affects workforce stability and service quality.

What the Bill Does

CB-088-2025 indexed the County’s minimum wage to inflation (CPI), allowing wages to adjust annually rather than through fixed increases. While CB-005-2025 represents meaningful progress, it does not fully reflect everything Providers and advocates sought. When the county projects budget shortfalls, the bill includes provisions that allow the County Council to reduce or pause wage-related increases based on economic and budget conditions, and/or increase the DSP Supplement Grant. These provisions will require continued attention as the bill is implemented.  We will need to continue to make the case and request additional funding as the county minimum wage increases.

Looking Ahead

Although the bill is not exactly what the Provider community advocated for, it establishes a foundation for continued collaboration. As implementation moves forward in 2026, Providers, families, and advocates will remain engaged to ensure that recognition of DSPs is matched with sustainable funding and policies that support high-quality and stable services across Prince George’s County for people with intellectual and developmental disabilities.
